December 3 - International Day of People with Disabilities

By the decision of the General Assembly of the United Nations on October 1992, 14, December 3 was declared as the International Day of Persons with Disabilities. This day is widely celebrated all over the world and the main purpose of this is to provide comprehensive support to citizens with mental and physical disabilities.
Looking back on history, the years 1983-1992 were designated by the United Nations as the International Decade of Persons with Disabilities in order to focus on improving the lifestyle of people with disabilities worldwide.
At the end of this decade, according to the resolution adopted by the 1992th plenary session of the UN General Assembly on October 14, 37, December 3 was recognized as the International Day of Persons with Disabilities. Since then, every year within the framework of this date, events are organized and financial support is provided aimed at deepening the understanding of the problems faced by disabled people, solving such issues, protecting their dignity and rights, and improving their living conditions.
Systematic good works are being carried out in this regard in our country. This category of people's opportunities are limited due to health problems. Therefore, it is important to ensure their activity in the political, social, economic and cultural life of the society through all-round support. attention is drawn.
Today, more than 1 billion people in the world, i.e. one in seven people, suffer from some form of disability. More than 100 million of them are children. In general, more than 80 percent of the world's citizens with disabilities live in developing countries. Therefore, it is necessary to ensure equal rights and protect the dignity of the disabled in our ranks.
- Disability inclusion is one of the important conditions for ensuring human rights, sustainable development, peace and security. In this matter, the Agenda of Sustainable Development until 2030 is defined. The act of realizing the rights of the disabled is not only a matter of justice, but also an investment in the development of society, - says the article on the UN website.
It is known that it is not easy to maintain the health of disabled people, provide them with education, employment, and full participation in society.
Nevertheless, over the past few years, there has been a positive trend towards expanding the opportunities of disabled children and adults. At this point, it should be noted that special attention is paid to disabled people in our country.
According to Article 41 of the Constitution of the Republic of Uzbekistan, everyone has the right to receive education and can receive free state secondary special education. While access to secondary school is 99,8 percent for people without disabilities, it is 84 percent for people with disabilities.
At the national level, a number of measures aimed at ensuring the right of people with disabilities to vote in elections have been implemented. In particular, in the 2016 presidential election of Uzbekistan, a certain change was noted regarding the achievement of freedom. Polling stations were arranged in closely spaced buildings, ballots were prepared in Braille, and disabled people had the right to vote at home.
In 2017, a memorandum on cooperation between disabled people and political parties was signed. According to this document, political parties were obliged to nominate candidates with disabilities in various elections. After all, the active participation of people with disabilities in political life is an obligation within the framework of the human rights convention.
Unfortunately, there are enough shortcomings in the same direction. For example, in recent years, the income of enterprises of the Deaf community has been decreasing sharply. 2018 million soums in the system in 277 if the profit was received, in 2020 this indicator decreased to 62 million soums, almost 5 times less.
Many disabled employees have left their jobs due to a decrease in overall income and, of course, their monthly salary. In 2000, there were about two thousand people in these enterprises if a deaf-mute person worked, by 2020 there will be 176 employees.
In 2000, 4 people worked in the enterprises of the society of the blind, in 900 this number increased to 2010. 2020 thousand 1 employees were recorded in the 479 list.
In our society, citizens have equal rights regardless of religion, belief, health, social status and gender. People with health problems or defects, mainly young people with disabilities, need compassion and attention. It is our constitutional and humanitarian duty to provide them regular and comprehensive support.
