It evokes strong emotions. Emotions such as euphoria (you won 100 million soums) and sadness (your son hit someone with a car, the problem needs to be solved). A person who is overwhelmed by unexpected joy or excitement loses his vigilance and easily becomes a victim of fraud.
They don't give time to think. Haste is one of the signs of fraudsters. They know that if the victim has time to think about the situation and consult with loved ones, then the opportunity to embezzle their money will disappear.
