TO GET A RECOMMENDATION…
The decision to recommend a conscript shall be made by the commander of the military unit on the basis of a recommendation submitted by the immediate commanders of that serviceman and a decision made at the general meeting of conscripts. It takes into account the military discipline of the conscript during his service, the results achieved during combat and morale training, as well as the results of tests conducted by conscripts to determine the final assessment of mastering combat and morale training programs.
Commanders of military units shall be personally responsible for making an impartial decision on the recommendation of a conscript.
In each military unit it is necessary to keep track of the state of military discipline and the coordination of combat and moral training programs by conscripts. Group, platoon, battalion and brigade commanders shall be personally responsible for an objective assessment of the results of conscripts' exemplary military discipline, combat and morale training during their service.
HOW ARE POINTS COLLECTED?
The conscript is awarded points for the results of military discipline, combat and spiritual training during the entire period of service.
If a conscript is encouraged for exemplary military discipline in the manner prescribed by the Disciplinary Regulations of the Armed Forces of the Republic of Uzbekistan (except for the abolition of the previously imposed disciplinary measure), he is awarded points in the following order:
  • if encouraged by the commander of the military unit - 5 points;
  • if encouraged by the commander of the military district troops (unit commander) - 10 points;
  • Incentives by the First Deputy Minister of Defense of the Republic of Uzbekistan - Chief of the Joint Staff of the Armed Forces - 15 points;
  • If encouraged by the heads of relevant ministries, state committees and departments - 20 points.
  • A conscript is given a maximum of 20 points for exemplary military discipline during his term of military service. In this case, no more than 5 points shall be awarded, regardless of the number of incentives provided by the unit commander.
Also, based on the results of inspections during conscription, the conscript will be assessed for combat and morale training. To determine the general level of training of a conscript, the total arithmetic mean of the assessments of combat and morale training is calculated.
Conscripts with a general arithmetic mean of less than 4,0 are not scored.
CALCULATED POINTS…
5 days before the start of the test, a summary statement of the general average grades and scores of the military unit command on combat and morale training for the period of service for conscripts shall be compiled. The consolidated statement is signed by the direct commanders of the conscripts and the deputy commanders of the military unit and approved by the commander of the military unit.
Extracts from the summary sheet shall be certified by the signature and seal of the Chief of Staff of the military unit and shall be hung in a visible place for 3 days prior to the start of the test.
ATTENTION! TEST TESTS
The State Testing Center under the Cabinet of Ministers of the Republic of Uzbekistan conducts tests in each military unit for the final assessment of the mastery of combat and moral training programs by conscripts.
The duration of the test is determined by the relevant ministries, state committees and agencies in agreement with the DTM.
The total number of test questions designed for testing conscripts consists of 80 questions, of which 40 - on combat training, 20 - on spiritual and educational training, 20 - on logical tests. For each correctly solved test question on combat training - 1,2 points, for correctly solved test question on spiritual and educational training - 1,1 points, for a logical test - 1 point. You will be given 2 hours to solve the test tasks. You will be given 30 minutes to complete the answer sheet. The total time to take the test is 2 hours and 30 minutes.
NOT TO EXCEED 40 PERCENT
Previously, referrals were issued to all military personnel who successfully passed the test, but now the maximum number of military referrals has been set. That is, the total number of recommendations should not exceed 40% of the number of conscripts included in the list of the military unit.
Since several servicemen have accumulated the same amount of points, it is permissible to increase the number of referrals in proportion to the number of such servicemen if it is not possible to comply with the 40 per cent limit.
A conscript who has been awarded a state award during his service will be entitled to a recommendation regardless of the results of the test. Also, it is no longer enough to just pass the DTM test to get a recommendation.
After the test results are obtained, each candidate is discussed at a general meeting of conscripts and an evaluation of the candidate's performance is made to make a final decision on whether to make a recommendation.
The conscript with the highest score on the state of military discipline, results of combat and morale training and tests is considered worthy of receiving a recommendation after a positive decision by the general meeting of conscripts. .
NO RECOMMENDATIONS
Military servicemen who have scored high but have a negative description of their service will not be recommended by the decision of the commander of the military unit on the basis of a written request of the general meeting and unit commanders.
Regardless of the amount of points earned, a conscript who has committed a gross violation of military discipline during the period of military service, on whom a service inquiry has been conducted, and the relevant orders of the unit commander have been issued, is not entitled to a recommendation.
AFTER THREE YEARS, IT LOSES ITS POWER
The validity of the recommendations is valid for 3 years from the date of issue.
The recommendation is handed over to the discharged serviceman along with other documents in a solemn atmosphere.
