Is it possible to make a call from a smartphone without a SIM card or what are emergency calls?

Everyone knows that you need a SIM card to make calls and send SMS from your smartphone.
But there are numbers that you can call without connecting to any operator's network or even without a SIM card. These are emergency telephone numbers: for many countries around the world, including Uzbekistan - 112, in the United States - 911.
The main task of the 112 service is to provide timely assistance to those who have a problem and need help.

The number 112 is available on all GSM standard phones and does not require the device to have funds, a SIM card or a specific operator's network. Even if the smartphone screen is locked (password is set), it is possible to make emergency outgoing calls.

How does it work?
After dialing 112, the phone will try to send a signal to your operator and if the attempt fails, redirect it to one of the available networks.
For example, if your operator is UzMobile and does not have a network, the phone will try to make calls through the network of all other GSM operators (Ucell, Beeline, Mobiuz).

Even if you call an emergency number without a SIM card, the operator will see your phone's unique number (IMEI) and will be able to identify you. That is, the call is not completely anonymous.

So, when you dial 112, the dispatcher of the nearest emergency control center will respond to you and, if necessary, refer you to another emergency service (101, 102, 103, 104). Such calls are free.
