Of general secondary education

STATE EDUCATIONAL STANDARD

Chapter 1. Basic rules

1. The state educational standard of general secondary education (further - the state educational standard) introduces the purposes and tasks, the basic principles, components, the state educational standards of the state educational standard and determines the procedure for monitoring compliance with the requirements of state educational standards.

2. Development of the state educational standard is based on the following documents:

Republic of Uzbekistan Constitution;

Republic of Uzbekistan "On Education" The law;

Republic of Uzbekistan "On the National Training Program" The law;

Resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On the development and implementation of state educational standards for the system of continuing education" No. 1998 of January 5, 5 decision;

Resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On approval of the state educational standard for foreign languages ​​in the system of continuing education" No. 2013 of May 8, 124 decision;

Resolution of the Cabinet of Ministers of the Republic of Uzbekistan "On approval of the Regulation on general secondary education" dated March 2017, 15 No 140 decision;

3. Compliance with the state educational standard is mandatory for all general secondary education institutions operating in the territory of the Republic of Uzbekistan.

Chapter 2. Goals and objectives of the state educational standard of general secondary education

4. The purpose of the state educational standard is to organize the system of general secondary education based on the ongoing socio-economic reforms in the country, the best practices of developed countries and science and modern information and communication technologies. is to cultivate a harmoniously and intellectually developed person.

5. The tasks of the state educational standard are:

setting requirements for the content and quality of general secondary education;

introduction of effective forms and methods of educating students on the basis of national, universal and spiritual values;

introduction of pedagogical and modern information and communication technologies in the educational process, setting requirements for the qualifications of students and graduates of general secondary education;

ensuring effective integration of education, science and industry for targeted and quality training;

Improving the legal framework for quality control of education and its outcomes, the procedure for systematic assessment of the level of students' qualification requirements, as well as the quality of educational activities;

Ensuring compliance of the requirements of state educational standards with the international requirements for the quality of education and training.

Chapter 3 Basic principles of the state educational standard of general secondary education

6. The state educational standard is based on the following basic principles:

the personality of the student, the priority of his aspirations, abilities and interests;

humanism of the content of general secondary education;

compliance of the state educational standard with the requirements of the state and society in the field of education, the needs of the individual;

continuity of general secondary education with other types and stages of education and continuity of educational content;

unity and integrity of the content of general secondary education in all regions of the republic;

based on innovative technologies in the selection of the content, form, means and methods of general secondary education;

ensuring the development of basic and subject-specific competencies for students to continue learning and learning sciences;

use the experience of developed foreign countries in setting standards in the field of education, taking into account national characteristics.

Chapter 4 Components of the state educational standard of general secondary education

7. The state educational standard consists of the following components:

basic curriculum of general secondary education;

general secondary education curriculum;

qualification requirements for general secondary education;

evaluation system.

8. The basic curriculum of general secondary education (hereinafter - the basic curriculum) is the name of the subject taught in general secondary education, the minimum workload volume and their distribution by classes is a defined document.

9. The basic curriculum is the basis for the development of lesson plans for general secondary education.

10. The basic curriculum determines the minimum number of study hours (state and school hours) allocated for the delivery of the content of education in general education subjects to the student.

11. With the permission of the Ministry of Public Education of the Republic of Karakalpakstan, the Main Department of Public Education of the city of Tashkent and the regional departments of public education in general secondary educational institutions with sufficient pedagogical potential and material and technical base The pedagogical councils of secondary education institutions have the right to make up to 15% changes in the schedule of lessons for the purpose of in-depth teaching of certain subjects, not exceeding the total number of hours in the basic curriculum.

12. The curriculum of general secondary education (hereinafter - the curriculum) in accordance with the basic curriculum, the volume, content, sequence of study of subjects by classes and topics is a document that defines the competencies and competencies to be formed.

The curriculum is developed and approved by the Ministry of Public Education of the Republic of Uzbekistan.

13. Qualification requirements of general secondary education consist of the requirements for the mandatory minimum and final objectives of the content of education in general education subjects, the volume of workload and the quality of education, which consists of: finds:

science - remember and re-explain the learned information;

ability - be able to apply the acquired knowledge in familiar situations;

malaka - be able to apply the acquired knowledge and skills in unfamiliar situations and create new knowledge;

competence- Ability to apply existing knowledge, skills and abilities in everyday activities.

14. The system of assessment consists of a set of criteria that determine the level of mastery of the qualification requirements of general secondary education by students and the effectiveness of the general secondary education institution according to the state educational standard.

Chapter 5 Procedure for introduction of the state educational standard of general secondary education

15. Introduction, coordination, methodical guidance of the state standard of education in the Republic of Uzbekistan is carried out by the Ministry of Public Education of the Republic of Uzbekistan.

16. The introduction of state educational standards, including the approval of minimum requirements for the content and quality of education in general education subjects, qualification requirements for graduates of general secondary education the tests will be performed upon successful completion and expert evaluation.

17. Changes and additions to the state educational standard are made by the Cabinet of Ministers of the Republic of Uzbekistan in accordance with the established procedure.

Chapter 6 Monitoring the compliance of general secondary education with the requirements of the state education standard

18. The purpose of control over compliance with the requirements of the state educational standard is to determine the level of compliance with the requirements of the state educational standard, to ensure the quality of education through the implementation of the necessary measures.

19. Control over observance of requirements of the state educational standard is carried out by the Ministry of Public Education of the Republic of Uzbekistan in the following forms:

assessment of qualification requirements to be acquired by students in all general secondary education institutions on the basis of the requirements of the state educational standard;

analysis of the implementation of the basic curriculum and study programs;

analysis of the factors affecting the quality of education and the effectiveness of pedagogical and information and communication technologies used in the implementation of the requirements of state educational standards in general secondary education.

20. Types of quality control in general secondary education include:

internal control- Carried out by the monitoring group of general secondary education in accordance with the procedure approved by the Ministry of Public Education of the Republic of Uzbekistan;

external control - is carried out by the competent state bodies in the field of education, territorial bodies of public education;

state and public control - in the manner prescribed by law in collaboration with the territorial bodies of public education and non-governmental non-profit organizations;

national and international evaluation - Implemented in accordance with the relevant decisions of the Government and international agreements in cooperation with public education authorities, non-governmental organizations and international organizations.

21. The order of the rating system of quality control of education of students of general secondary education is approved by the Ministry of Public Education of the Republic of Uzbekistan and the State Testing Center under the Cabinet of Ministers.

22. Responsibility for non-compliance with the requirements of the state educational standard is assigned to the management of the general secondary education institution in accordance with the legislation.
