In 1966-1983 he worked at the State Planning Committee of Uzbekistan, from the chief specialty of the department of introduction of science and new technologies to the First Deputy Chairman of the State Planning Committee of the Republic. From 1983 Minister of Finance of the Uzbek SSR, from 1986 Deputy Chairman of the Council of Ministers of the Uzbek SSR - Chairman of the State Planning Committee. From December 1986 he served as First Secretary of the Kashkadarya regional party committee of the Communist Party of Uzbekistan. In June 1989, he was elected First Secretary of the Central Committee of the Communist Party of Uzbekistan, and on March 1990, 24, at a session of the Supreme Soviet of the Republic of Uzbekistan, he was elected President of the Uzbek SSR.
