Cabinet of Ministers of the Republic of Uzbekistan - Government of the Republic of Uzbekistan; the central body of executive power. The residence is the Government House on Mustaqillik Square in Tashkent. The legal basis of the Cabinet of Ministers is set out in Chapter 20 of the Constitution of the Republic of Uzbekistan and the Law "On the Cabinet of Ministers of the Republic of Uzbekistan" (May 1993, 6; August 2003, 29 in the new edition). According to the Constitution, the Cabinet of Ministers provides guidance for the effective functioning of the economy, social and spiritual spheres, the implementation of laws of the Republic of Uzbekistan, resolutions of the Oliy Majlis, decrees, resolutions and orders of the President of Uzbekistan. Coordinates and directs the work of ministries, state committees, agencies and other bodies of state and economic management.

Powers[edit]
The Cabinet of Ministers within its competence:
  1. manages economic, socio-cultural processes;
  2. creates conditions for free enterprise on the basis of harmonization and equality of all forms of ownership, de-monopolization of the economy, introduction of the legal mechanism of market economy;
  3. promotes the establishment and strengthening of new forms of management;
  4. Takes measures to strengthen the monetary and credit system in the Republic of Uzbekistan;
  5. develops and implements a single pricing policy, established guarantees of wages and the level of social security;
  6. develops and organizes the implementation of the republican budget, as well as the prospects and most important programs of economic and social development of the Republic of Uzbekistan, develops proposals for improving the management structure;
  7. implements measures for the development of science and technology;
  8. takes measures for social and legal protection of citizens, ensuring their right to work;
  9. identifies the main directions of development and improvement of health care, public education, promotes the development of culture;
  10. Assists in the implementation of measures to increase the state security and defense capabilities of the Republic of Uzbekistan, protection of state borders, maintenance of public order;
  11. coordinates the implementation of major environmental programs of national and international importance;
  12. take measures to eliminate the consequences of major accidents and disasters, as well as natural disasters;
  13. Provides representation of the Republic of Uzbekistan in foreign states and international organizations,

Activity[edit]
The Cabinet of Ministers consists of the Prime Minister of the Republic of Uzbekistan, his deputies, ministers and chairmen of state committees. The Prime Minister of the Republic of Karakalpakstan is an ex officio member of the Cabinet of Ministers. The composition of the Cabinet of Ministers is formed by the President of the Republic of Uzbekistan. The candidate for the Prime Minister of the Republic of Uzbekistan shall be considered and approved by the chambers of the Oliy Majlis of the Republic of Uzbekistan upon nomination by the President of the Republic of Uzbekistan. The members of the Cabinet of Ministers shall be approved by the President of the Republic of Uzbekistan upon nomination by the Prime Minister of the Republic of Uzbekistan. The Prime Minister of the Republic of Uzbekistan organizes and directs the activities of the Cabinet of Ministers, is personally responsible for its effective work, chairs the meetings of the Cabinet of Ministers and signs its decisions. The Cabinet of Ministers has the right of legislative initiative. The President of the Republic of Uzbekistan has the right to make decisions on issues within the competence of the Cabinet of Ministers, to chair its meetings, to annul decisions and orders of the Cabinet of Ministers and orders of the Prime Minister. The Cabinet of Ministers is accountable to the President of the Republic of Uzbekistan and the Oliy Majlis of the Republic of Uzbekistan. The most important issues of public administration, economic and socio-cultural development are resolved at the meetings of the Cabinet of Ministers. Meetings of the Cabinet of Ministers are held at least once a quarter. The permanent body of the Cabinet of Ministers is the Presidium of the Cabinet of Ministers, which consists of the Prime Minister and his deputies. In accordance with the decision of the Prime Minister, other members of the Government of the Republic of Uzbekistan may be included in the Presidium of the Cabinet of Ministers. Extraordinary meetings of the Cabinet of Ministers and its Presidium may be convened if urgent issues need to be discussed. The Prime Minister of the Republic of Uzbekistan holds weekly meetings with the Deputy Prime Minister, Head of the Information and Analytical Department and Chief of Staff to discuss the implementation of the President's instructions and the day-to-day activities of the government. The Cabinet of Ministers, in accordance with the current legislation, issues decisions and orders that are binding on all bodies, enterprises, institutions, organizations, officials and citizens throughout the territory of the Republic of Uzbekistan.

The Office of the Cabinet of Ministers is responsible for the preparation of meetings of the Cabinet of Ministers and its Presidium, the preparation of relevant draft resolutions, analytical, informational and other materials, and regular monitoring of the implementation of decisions of the Cabinet of Ministers. The following Information and Analysis Departments are the main structural units of the Cabinet of Ministers:

The work of the Cabinet of Ministers is coordinated by the head of the Cabinet of Ministers. The Chief of Staff is equal in rank to the Deputy Prime Minister and is appointed and dismissed by a decree of the President of the Republic of Uzbekistan.
The Cabinet of Ministers of the Republic of Uzbekistan is the co-founder of the newspaper "Khalq so'zi" - "Narodnoye slovo" (these newspapers are currently the newspapers of the Oliy Majlis of the Republic of Uzbekistan), the founder of the newspaper "Pravda Vostoka".
Building[edit]
The building of the Cabinet of Ministers of the Republic of Uzbekistan is located on Independence Square in Tashkent (1968, architect B. Mezentsev and others; engineer V. Krichevsky and others). The 7-storey building is made of reinforced concrete blocks, the 1st floor consists of V-shaped columns; The vertical lines in the form of turquoise walls adorn the building. The building, which was damaged during a demolition in February 1999, was repaired in 2000. The renovation focused on strengthening the building and finding a new architectural solution to meet the Government House requirements. The new look of the building is elegant, majestic and serene: the 1st floor, which was left open, was covered with a red marble wall; The coat of arms and the flag of the republic were placed on the glass wall above the main entrance door. The granites used for the gold-colored glass surfaces of the building are compatible with the coatings on the foundation surface. The interior of the building was also renovated, the rooms were decorated and given a glorious appearance (M. Sultanov, Mirvohid Usmanov and others; A. Karimov and other masters took part in the painting). The inner courtyard of the building is covered with a special transparent glass roof in the form of a pyramid and has the appearance of a "winter garden". The building forms a complex in harmony with other buildings on the square, surrounded by greenery and flower beds.[1]
