This question is from the State Testing Center answered:
According to him,

• Suppose 10 places are allocated for a state grant. 9 entrants in 10th, 11th, 3th places scored the same points. In this case, all three will be admitted to the state grant, with additional space allocated for the state grant;

• A similar situation in the contract. If entrants who exceed the quota at the end of the entry line have scored the same number of points, they are all considered to have entered the study and will be allocated additional space;

• The same rule applies to both bachelor's and master's degrees.
