In fact, we have been independent for almost thirty years. It is true that in the past, strong foundations of our economic, political, military and geographical sovereignty have been laid. However, despite all this time, it has been difficult to break the old stereotypes of governance, the functioning of the state system, and society, especially the political elite. To be more precise, there was no will or desire to do so. This created an artificial hybrid value in the life of the state and society. Formed during the Soviet era, communist conservatism and cosmopolitanism, popular among young people, have pushed Uzbek society away from national identity, figuratively speaking. First of all, this limited the existence of the Uzbek language, which was officially declared the state language in the country. For the past 30 years, the official Uzbek language has not become the language of politics and science in a society where 80 percent of the population is Uzbek.
Of course, this factor means that the nation has not really got rid of the old ideologies and spiritual views. In other words, it is a sign that the psyche and thinking of the nation needs "care." The language is the most vivid means of expressing and defining the ethnic identity of any nation. In this sense, the first speech of the President in the Uzbek language from the rostrum of the United Nations is one of the greatest victories we have witnessed during the years of independence. Because language is a political issue as well as a spiritual one for us today. Perhaps it is not surprising that such thoughts have touched the hearts of our Turkish brothers and sisters.

It is noteworthy that 4 of these proposals have been implemented so far. In particular, consultative meetings of the leaders of the region (Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan, Uzbekistan) have become regular. In 2018, the UN General Assembly approved a special resolution on “Enlightenment and Religious Tolerance”, and this year the Multilateral Partnership for Human Security Trust Fund was launched in the Aral Sea region.
The process of drafting the UN Convention on the Rights of the Child is currently in full swing. The fact that the Samarkand human rights forums are being held in this format, of course, means that a serious step has been taken towards this goal.
Among the issues and proposals raised last time was a special one, which is very important not only for the peace and stability of the region, but also for the world community. This is the "Afghan problem."
In March 2018, a high-level international conference on Afghanistan was held in Tashkent and a special declaration was adopted. Today, we can say without hesitation that the international conference "Peace Process, Security Cooperation and Regional Partnership" held in Tashkent was a decisive contribution of Uzbekistan to the intensification of the inter-Afghan peace process. Speaking at the meeting, which was attended by the Presidents of Uzbekistan and Afghanistan, representatives of the permanent members of the UN Security Council, leading countries in the region and influential international organizations, the President of Uzbekistan outlined a clear strategic approach to resolving the conflict in Afghanistan. . They have become the basis for intensifying international efforts to bring peace to Afghanistan.
As a result of almost two years of international efforts under the Tashkent Declaration, a peace agreement was signed between the United States and the Taliban on February 2020, 29 in Doha, Qatar.
The conference was followed by a presentation by the world's leading think tanks, leading experts and members of the media. Analysts say President Shavkat Mirziyoyev's initiative to hold a high-level international conference on Afghanistan is timely and relevant. This can be seen in the fact that the long-awaited inclusive talks between the Afghan government and the Taliban took place yesterday in Doha, Qatar, and that these meetings are essential to lay a solid foundation for inter-Afghan reconciliation. For the past 40 years, there have been no fruitful peace talks in the country.
In his speech, the head of our state also made important initiatives on a number of issues of international and regional significance. In particular, he raised the issues of strengthening peace and stability in the region and globally, sustainable development, human rights and freedoms, expanding constructive dialogue, as well as climate change, food security, poverty eradication and poverty reduction, which concern all mankind today. . Indeed, the eradication of poverty and eradication of poverty, which the head of our state has highlighted as an important issue, is of equal importance for all countries and societies today. “It is not surprising that citizens complain about injustice and that they are different in one region. In his speech, the head of state also drew attention to the issues of the coronavirus pandemic, which are of great concern to all mankind today, the joint fight against it and overcoming the negative consequences of the spread of the disease. This catastrophe has become one of the first problems facing humanity. This is because the virus, which is not selected by age, sex, nationality or state, is very fast spreading and deadly. In this regard, it should be noted that the timely measures taken in our country on the instructions of the President have reduced the risk of disease.
Based on this report of our President, there is another aspect that should be noted. It is known that in his address to the Oliy Majlis earlier this year, the head of our state raised the issue of membership in the UN Human Rights Council for 2021-2023. Admittedly, in recent years, our country has taken bold steps in this direction. These include a sharp reduction in the number of religious and political prisoners, freedom of the press and freedom of speech, and reforms to free elections.
