REGULATION
Chapter 1. General rules
1. This Provision is devoted to the thirtieth anniversary of the state independence of the Republic of Uzbekistan "Let's live freely and prosperously in the new Uzbekistan!" determines the order of the song contest (hereinafter - the Choice).
2. The competition is held with the following in mind:
Creation of artistically mature and unique songs glorifying the independence of Uzbekistan;
identification of talented composers and composers, poets
and creating additional opportunities to support their creativity;
to encourage the creation of new works that will reach the hearts of people, encourage young people to goodness, patriotism and its glorification, and serve to bring them up as spiritually mature people;
to strengthen the attention and interest of young people in culture and art, to glorify the rich, unique artistic and aesthetic potential of the art of singing, to further strengthen the ties of friendship between peoples.
3. Ministry of Culture of the Republic of Uzbekistan, National Television and Radio Company of Uzbekistan, National Association of Electronic Mass Media, Ministry of Information Technologies and Communications Development, Union of Composers and Composers of Uzbekistan, Writers' Union of Uzbekistan, TV and Radio Company The limited liability company is the organizer of the Contest.
4. The competition will be held in three stages on the following dates:
the first stage - until April 10;
the second stage - from April 15 to May 15;
the third stage - from May 15 to June 15.
5. The competition is coordinated by the Ministry of Culture of the Republic of Uzbekistan.
Chapter 2. Terms and conditions of the competition
6. Composers, composers and poets of Uzbekistan and foreign countries will take part in the competition.
7. Participants are divided into two categories:
local participants - composers, composers and poets working in the territory of the Republic of Uzbekistan;
international participants - composers, composers and poets of foreign countries.
8. The genre and style of works submitted to the competition are not limited.
9. Participants are not allowed to change the work during the Contest.
10. Special website for the competition by the Ministry of Information Technologies and Communications Development

11. Participants submit an application in accordance with the Annex to this Regulation, and the application will have a personal number (code) in the competition, depending on the serial number.
12. Expenses related to food, transportation and accommodation of the contestants shall be covered by the contestant.
13. In the first stage of the competition, participants who wish to participate in the competition will be specially organized for the competition

Entries submitted through a special website or Telegram-bot will be reviewed and selected by the Jury by April 13 of this year.
Selected works are recommended to participate in the second stage of the Competition.
14. The works recommended for the second stage of the competition will be studied by the Jury from April 15 to May 15 of this year.
The second stage is organized into five regions
and is held.
the first - Tashkent city, Tashkent region and Syrdarya region;
the second - Fergana, Andijan and Namangan regions;
the third - Samarkand, Jizzakh and Navoi regions;
fourth - Surkhandarya, Kashkadarya and Bukhara regions;
the fifth - the Republic of Karakalpakstan and Khorezm region.
15. The third stage of the competition will start on May 15 of this year
It will be organized and held until June 15.
16. The third stage of the competition will be held at the Turkiston Palace of Arts in Tashkent and the winners will be determined.
On the square in front of the Palace of Arts "Friendship of Peoples" under the state flag will be held an open-air gala concert with the participation of the winners of the competition, the closing ceremony and the brightest stars of Uzbek pop music.
17. Submitted musical works (ideas) must be newly created (authorship), not performed in the media and in concert programs.
18. The winners of the competition are the property of the Ministry of Culture of the Republic of Uzbekistan and have the copyright to these works.
Chapter 3 Jurisdiction and evaluation
criteria
19. The composition of the jury is formed and approved by the Creative Working Group.
20. The jury may include well-known artists, singers, composers, poets and musicians, representatives of culture and art.
21. Participants are evaluated on a 10-point scale in the following order:
Jury - 70%;
listeners and spectators - 30 percent.

and can be collected by the audience by sending the participant code (number) via SMS to a special number of the contest.
23. Each sent sms is 0,001 point and the number of sent sms is indicated by electronic calculation at the time of broadcasting of the TV project.
24. The scores given by the Jury during the evaluation of the contestants will not be discussed and will not be commented on the scores.
25. Participant in the Jury in the evaluation of participants
and information about the author of the work is not provided.
26. The jury will evaluate the participants based on their personal number (code).
27. The jury may give its suggestions and recommendations to the participants.
28. The works submitted by the participants of the competition fully meet the conditions of the competition, are rich in content, national
and the combination of modern performance styles, melody and text harmony, genre, style will be judged by a panel of judges.
29. The scores given to the participants by the jury are stated in triplicate and kept by the Organizing Committee.
30. If during the competition the participant violates the requirements of this Regulation (notified), the participant is excluded from the competition by the decision of the Jury, notifying the Organizing Committee.
Chapter 4 The order of awarding the winners and sources of funding for the competition
31. The winners of the competition will be determined by the decision of the Jury.
32. The winners will be awarded in the following order:
"Grand Prix" - 500 times the basic calculation amount (hereinafter - BHM);
one first place - a cash prize in the amount of 400 times the BHM, diploma, statuette;
two second places - a cash prize of 300 times the BHM each, a diploma, a statuette;
three third places - a cash prize in the amount of 200 times the BHM for each, a diploma, a statuette.
Additional nominations such as "Youngest Singer", "Audience Recognition", "Art devotee", "Best Poet", "Best Composer" were introduced by the jury. deserving may be rewarded.
33. Cash prizes for the winners will be transferred by the Organizing Committee of the participants to the bank's plastic cards or presented on a bank check.
34. The cash prizes awarded to the winners will be distributed equally among the participants (composer or composer and poet).
35. The following are the sources of funding for the Contest:
Funds of the Fund for the Development of Culture and Arts under the Ministry of Culture of the Republic of Uzbekistan;
sponsorship of individuals and legal entities;
other sources not prohibited by law.
Chapter 5 Closing rules
36. Participants may have a voluntary health insurance policy issued by local insurance companies.
37. This Regulation may be amended by the Organizing Committee.
