Constitution is an important political document that makes a state a state and a nation a nation. In other words, it is the support of society and the legal guarantee of our country's development, a bright symbol of our country's independence, and a legal expression of the will of our multinational people.
Looking at the complex and at the same time honorable annals of the creation of our basic law, we are sure that the Constitution of Uzbekistan is the result of the long journey of our people towards independence. Therefore, all fundamental reforms and changes in our country during the past period are implemented on the basis of our General Council.
Based on the constitutional norm that "the people are the only source of state power", an effective and stable system is being formed in our country, where the people serve the people, not the state bodies, and where the Constitution and the law prevail. In our basic law, the idea that the greatest of blessings is "for man" is put forward, glorifying it, creating the necessary conditions for its free development.
Therefore, there will be progress only in a country where human interests are a priority, a citizen of such a country will be perfect in all respects and be ready to sacrifice his life for the country and the people. Most importantly, in a society where human rights are ensured, a competitive environment will emerge, and the pace of positive changes and innovations will accelerate.
Article 13 of our General Encyclopaedia stipulates that democracy in the Republic of Uzbekistan is based on universal principles, according to which a person, his life, freedom, honor, dignity and other inviolable rights are considered the highest value, and democratic rights and freedoms are protected by the Constitution and laws. placed
In this respect, deep reforms are being implemented in all spheres of human rights and interests, especially in the judicial system. In the last four years, 2 thousand 600 citizens were acquitted, 2 thousand 400 people were released from the courtroom, 7 court stages were reduced to 3 stages, and the judicial system is being reorganized based on the principle of "one court - one instance". proves.
Another gratifying aspect is that people who have been without citizenship for a long time now feel that they are full-fledged citizens of Uzbekistan. In the past twenty-five years, 482 people were granted citizenship, and today more than 50 people have this right.
Today, Uzbekistan's practical work aimed at ensuring human rights and freedoms and improving people's well-being is widely recognized by the world community. For example, a number of initiatives and specific practical proposals put forward by Uzbekistan at the 2020th session of the UN General Assembly in September 75 were widely supported at the international level.
In October, our country was elected a member of the Human Rights Council, one of the main bodies of the United Nations, for the first time in the history of our national statehood. This is a vivid expression of the open and active foreign policy conducted by the head of our country in Uzbekistan.
In his holiday greetings to our people on the occasion of the 28th anniversary of the adoption of the Constitution, the President emphasized the need to adopt laws that serve the interests of our people and liberate all spheres of our life. After all, today life itself demands the cancellation of legal documents that do not meet the requirements of the time, the compacting of the legislative base, and the further improvement of our Constitution and laws. Political parties and their factions in the parliament must be more active and proactive in fulfilling these tasks. After all, a legal democratic state, an open civil society "should be the law itself, words and eyes".
In his holiday greetings, the President also expressed the need to develop and implement effective mechanisms to prevent and fight against corruption, which is the key to development. He noted that work is being carried out on the national strategy for combating corruption for 2021-2025. From this point of view, in addition to the specific work carried out by law enforcement agencies in the fight against corruption, it is a vital necessity to form an intolerant attitude of citizens towards it. The reason is that the foundations of development will be strengthened, openness and legality will be strengthened in all spheres through a firm and consistent fight against the evil that hinders the development of the state and society.
Strengthening of peace and tranquility, interethnic harmony and interreligious tolerance in our country is the most important issue. Noting the need to pay more attention to these issues, the head of state noted that all the forces and capabilities of law enforcement agencies will be mobilized to ensure the constitutional principle that "law is the priority, punishment is inevitable for crime". Because it is well known that there is no justice where there is no rule of law. Where justice prevails, prosperity prevails and people's wishes come true.
On the occasion of the 28th anniversary of the adoption of our General Commissar, as a practical confirmation of the humanistic policy carried out by our country, the President of the Republic of Uzbekistan "He who is serving a sentence of deprivation of liberty, sincerely regrets his actions and is determined to recover the signing of the decree "on amnesty of a group of persons" was an important historical fact.
According to it, 93 citizens who are serving sentences in penal institutions for crimes committed in accordance with Article 23, Clause 104 of our Constitution, who sincerely repented of their actions and resolutely went on the road to recovery, were pardoned. With this, joy and happiness returned to many families, father and mother returned for the children. I think that every person pardoned by the President will justify the trust placed in him, make a worthy contribution to the large-scale reforms implemented in our country, and find his place in the society. There is no doubt about it.
The conclusion is that every country strives to build a free and prosperous society, first of all, it consolidates its noble goals and tasks in its Constitution. In fact, it embodies the great goals and tasks of our country, the internationally accepted principles of human rights and the rule of law, as well as democracy.
