How many students should be in one class?

Clause 28 of the "Regulations on General Secondary Education" approved by the decision of the Cabinet of Ministers and the "Procedure for forming classes and tariff lists in general educational institutions" registered by the Ministry of Justice According to Clause 3 of the Regulation, the number of students in one class should be no more than 35.
Also, in other regulatory documents, there are requirements set for the conditions that should be created for students in classrooms and the space of the room corresponding to one child.
According to "Sanitary-epidemiological requirements for the maintenance of general education schools and the education of students" (SanQvaM (SanPiN) No. 0341-16), minimum standards and requirements are defined, according to which one person a student should have at least 2 m² of classroom space.
According to sections 4 and 5 of this regulatory document, 1 m² for 4-2.5 classes, 1 m² for 4st class, 2.4 m² for the natural science room, 4.5 m² for the computer room, and 6 m² for work workshops per student. the class field must match.
So, if we want to teach 35 students in one classroom, a classroom with an area of ​​at least 70 m² is required. In this class, the distance between the first desk and the blackboard is 2.4 m, the distance from the last desk to the blackboard is 8.6 m, the distance between the side wall of the classroom and the desk is 0.5-0.7 m, the distance between two rows of desks is 0.6 m, the distance between the last desk and the wall Do not forget that it should be 1 m.
If we place 36 students in a classroom, the student at the last desk can be more than 8.6 m away from the blackboard. In fact, it is difficult to place more than 30 students in one class according to this requirement. Currently, classrooms in most schools are only 24 m² to 50 m² in size. This means that the classrooms are designed for 12-25 students.
In most cases, the regional financial departments do not allow to open an additional class, and there are cases where up to 40 students have to study in one class. If, according to the request of the finance department, we group children into one class, in this situation, the school director is considered to have violated the sanitary legislation, sanitary norms, rules and hygiene regulations, and Article 53 of the Code of Administrative Responsibility of the Republic of Uzbekistan in accordance with the article, causes a fine in the amount of five to ten times the minimum wage.
