10 is a generation indicator
310 - SKU numbers are numbers used by a manufacturer to identify their products
Y - this gives information about the level of performance of the processor with graphics, and this Y indicates that the processor cannot "do" much with graphics. If you have this letter HQ, then the processor has high-power graphics.
