"Implementing the Declaration of Independence, the Supreme Soviet of the Soviet Socialist Republic of Uzbekistan solemnly declares the state independence of Uzbekistan and the establishment of a free sovereign state - the Republic of Uzbekistan."
At the session of the Supreme Council, a resolution "On the declaration of state independence of the Republic of Uzbekistan" was adopted.

In this resolution:

1) to approve the statement of the Supreme Council on the state independence of the republic and to rename the republic hereinafter the Republic of Uzbekistan;
2) September 1 is designated as the Independence Day of the Republic of Uzbekistan and since 1991 this day is declared a holiday and a day off.
At the session of the Supreme Council, the Law "On the Foundations of State Independence of the Republic of Uzbekistan" was adopted. This Law consists of 17 articles and legally strengthens the state independence of the Republic of Uzbekistan. In the law:
• The Republic of Uzbekistan, together with the Republic of Karakalpakstan, is an independent, democratic state;
• The people of the Republic of Uzbekistan are sovereign and the sole owner of state power in the republic. It exercises its authority both directly and through a system of representative bodies;
• The Republic of Uzbekistan has full state power, independently determines its national state and administrative-territorial structure, system of government and administrative bodies, state borders, territory are inviolable and indivisible, its people cannot be changed without the free expression of one's will;
• Legislation and definition of land, subsoil resources, water and forests, flora and fauna, natural and other resources, spiritual resources of the republic in the territory of the Republic as the national wealth and property of the Republic of Uzbekistan put.
At the VII session of the Supreme Council of the Republic of Uzbekistan on September 1991, 30 it was decided to give the Law "On the Foundations of State Independence of the Republic of Uzbekistan" the status of a Constitutional law. The resolution stipulates that the articles of the current Constitution of the Republic of Uzbekistan shall be applied in case of contradiction with the articles of the Law "On the Foundations of State Independence of the Republic of Uzbekistan".

The VIII session of the Supreme Soviet of the Republic of Uzbekistan in November 1991 considered the issue of holding a referendum on state independence. At this session of the Supreme Council, on Sunday, December 1991, 29, decisions were made to hold a referendum on the state independence of the Republic of Uzbekistan and elections of the President of the Republic of Uzbekistan. The issue was included in the ballot paper for the referendum as follows: "Do you approve of the state independence of the Republic of Uzbekistan declared by the Supreme Council of the Republic of Uzbekistan?". Also, the Law "On Elections of the President of the Republic of Uzbekistan" was adopted.
