The purpose of the Action Strategy: radically increase the effectiveness of ongoing reforms, create conditions for the comprehensive and rapid development of the state and society, modernize the country and liberalize all spheres of life.
Currently, there are 110000 non-governmental, non-profit organizations, 10000 mahallas and more than 1326 media outlets in the country.
The fifth direction of the Action Strategy, entitled "Security, Interethnic Harmony and Religious Tolerance, Foreign Policy in a Well-Thinking, Mutually Beneficial and Practical Spirit," covers the same issues. It sets tasks aimed at protecting the constitutional order, sovereignty, territorial integrity of the country, measures to increase the combat power and capabilities of the Armed Forces of the Republic of Uzbekistan. In this regard, especially in the field of cybersecurity, information, regulatory framework system improvement, the organization and development of a system of public awareness, mitigation of the consequences of the Aral Sea tragedy, as well as the development of the concept of policy priorities in the field of interethnic relations and the concept of state policy in the field of religion.
It is no coincidence that the issue of ensuring interethnic harmony and religious tolerance is given a wide place in the strategy of action. Because, as stated in Article 18 of the Constitution, all citizens of the Republic of Uzbekistan have the same rights and freedoms, regardless of gender, race, nationality, language, religion, social origin, beliefs, personal and social status. are equal before the law. Today, more than 130 different nationalities and ethnic groups live in our country in harmony and friendship. And in a society where interethnic harmony is established, there will be peace and prosperity, and all citizens of this country will work as partners and solidarity in the path of noble ideas and intentions in one land, one Motherland.
The Action Strategy for the Development of Uzbekistan for 2017-2021 consists of five priority areas. They are:

The first is the priorities for improving the system of state and society building. The main issue is to deepen democratic reforms and further strengthen the role of the Oliy Majlis and political parties in modernizing the country; public administration reform; special attention is paid to the tasks of improving the public administration system.

The second is the priority of ensuring the rule of law and further reform of the judicial system. It includes ensuring the true independence of the judiciary, enhancing the prestige of the judiciary, democratizing and improving the judiciary; ensuring guarantees of reliable protection of the rights and freedoms of citizens; improvement of administrative, criminal, civil and economic legislation; improving the system of combating crime and crime prevention; further strengthening the rule of law in the judicial system; issues of improving the system of legal aid and services have played an important role.

The third is the priorities of economic development and liberalization. Further strengthening macroeconomic stability and maintaining high economic growth rates; deepening structural changes, modernizing and diversifying the leading sectors of the national economy increase competitiveness; modernization and accelerated development of agriculture; continue institutional and structural reforms aimed at reducing state participation in the economy, protecting and strengthening the right to private property, and promoting the development of small business and private entrepreneurship; The complex and balanced socio-economic development of regions, districts and cities, the solution of issues of effective and optimal use of their existing potential are based on this direction.

Fourth - Priorities for the development of the social sphere. Consistent increase in employment and real incomes; improving the system of social protection and health care, increasing the socio-political activity of women; implementation of targeted programs for the construction of affordable housing, development and modernization of road transport, engineering and communication and social infrastructure to improve the living conditions of the population; development of education and science; Special attention will be paid to improving the state youth policy.

The fifth is to ensure security, interethnic harmony and religious tolerance, as well as well-thought-out, mutually beneficial and practical foreign policy priorities. Particular attention should be paid to the priorities in the field of security, religious tolerance and interethnic harmony. The implementation of the principles of social cooperation between different segments of the population, interethnic harmony, religious tolerance is an important condition for social development. The solution of the issues of development and stability of our country also depends on a well-thought-out, mutually beneficial and practical foreign policy.

The mechanism for implementing the Action Strategy and the funding system are radically different from other programs. Listeners should understand that the “Strategy of Action” is implemented through Programs, which are developed annually on the basis of names given each year. For example, the State Program "2019 - Year of Active Investment and Social Development" was adopted on January 2019, 17, and it is planned to implement projects worth 16,9 trillion soums and 8,1 billion US dollars.
From 2019, the norm of establishing a visa-free regime for 45 days for citizens of 30 countries came into force. In addition, citizens of 76 countries will be able to obtain an electronic entry visa from February 2019.7
On June 2018-28, 29, the international non-governmental and non-profit organization "Buyuk Kelajak" and the Center for Development Strategy organized an international forum on "Development Strategy of the Republic of Uzbekistan until 2035." The development strategy of the Republic of Uzbekistan until 2035, developed on the initiative of President Shavkat Mirziyoyev, aims to make our country one of the 50 most economically developed countries in the world. By 2035, the country's GDP will reach 122 billion dollars. In determining such a scale of growth, the nominal growth of GDP, economic efficiency, increase in per capita income were taken into account. Compared with the dynamics of economic development of countries such as China, Indonesia, the Republic of Korea, Malaysia, Singapore, Thailand8 . The development strategy of Uzbekistan until 2035 is a logical continuation of the "Strategy of Action" and is important as it opens a new page in the development of our country. The experience gained during the implementation of the "Strategy of Action" became the basis for the development of specific areas of this concept. Most importantly, the new development strategy of our country is designed for the next 17 years and aims to achieve high results in all areas of state and society building. For example, at the beginning of 2019, the share of tourism in the country's GDP was 1,4%, and in 2035 it is planned to increase it to 28%. Or it is planned to increase the number of cars produced to 300, increase employment in the industry by 1,5 times. Many such long-term plans and mechanisms for their implementation create favorable conditions for Uzbekistan to take a strong position among the developed countries of the world.
In short, the well-being of the people of Uzbekistan will increase as a result of the implementation of the "Strategy of Action". Our country is making great strides towards joining the ranks of developed foreign countries.

2. State youth policy and its priorities. The essence and practical significance of the five important initiatives of the President of the Republic of Uzbekistan to raise the morale of young people and the meaningful organization of their leisure time.

President Shavkat Mirziyoyev gave a detailed analysis of the state youth policy and its priorities in his speech at the IV Congress of the Kamolot Youth Social Movement on June 2017, 30, entitled "Physically and spiritually mature youth - the decisive force of today and tomorrow." “…. We all know that today there is a fierce competition, confrontation and contradictions in the world. At the same time, it was criticized that the organization "Kamolot", founded in 2001, has done some work among young people, but failed to meet the needs of today's youth, to solve the problems. In 2016, about 1 offenses involving young people, 740 crimes, more than 23 divorces among young families were registered, which shows that the work of Kamolot with young people is not up to standard.

Dear President Shavkat Mirziyoyev, instead of the youth organization "Kamolot" with the youth, modern requirements working on the basis of, proposed to establish a completely new organization in our country - the Youth Union of Uzbekistan, which can be a real support for young people.

Also June 30 - "Youth Day" in our country was announced. The proposal to establish an Institute for the Study of Youth Problems and Training of Prospective Personnel under the Academy of Public Administration under the President of the Republic of Uzbekistan "Social elevator" focused on creating a pool of knowledgeable, enterprising and organized, dedicated young leaders.
Shavkat Mirziyoyev noted from the first days of his presidency that there were personnel problems in our country. Soon large-scale reforms were launched to study and address these issues from the ground up and to train highly qualified specialists.
First of all, the foundation was strengthened by developing the pre-school education system. There have also been major changes in higher education. Concepts for the development of these systems until 2030 have been developed.
Specialized schools are being set up to identify and educate educated children and direct them to areas of high demand.
The school named after Muhammad al-Khwarizmi, established by the decree of the President of the Republic of Uzbekistan on September 2017, 14, is one of such educational institutions.
It is known that the great scholar Muhammad Al-Khwarizmi, who lived and worked in the VIII-IX centuries, wrote many treatises on mathematics, geometry, astronomy, history, geography, and other sciences. He was one of the first to substantiate and put into practice the number "zero" and the decimal number system, as well as the coordinates of the poles. Muhammad Al-Khwarizmi founded the science of algebra and the theory of algorithms, developed clear rules for the presentation of scientific information and treatises.
Among the well-known Oriental scholars who have contributed to the development of world science in the field of decimal notation, algebra and algorithms, only the works and names of Muhammad Al-Khwarizmi are actively used in scientific circles. immortalized in terms. The scientific discoveries of the great scientist Muhammad Al-Khwarizmi serve as the basis for all computational operations performed today on the basis of modern high-tech information and communication technologies.

Last year, the head of state got acquainted with the projects for the construction of the school. This modern school has recently been commissioned in Tashkent.
On December 2019, 27, President Shavkat Mirziyoyev got acquainted with this educational institution, which specializes in in-depth teaching of information and communication technologies.

The school has a wide range of facilities, additional opportunities for extracurricular classes and optional classes. Special classes of Artel, UCell, ZTE and Huawei have been opened.
Shavkat Mirziyoev said that these classes, their environment, got acquainted with the equipment, talked to teachers and students.
“All our work and reforms are for the future of Uzbekistan. And the ground for our future is you, the youth. I see from your eyes: you want to grow up to be an educated, worthy child of our Motherland. We will create all conditions for this, ”the President said.

Officials were instructed to improve the quality of education by changing the construction projects of schools on the basis of similar advanced building models, strengthening the methodology.

“The world still admires the thinking of our ancestor Al-Khwarizmi. Today's technology is based on the algorithm he created for software products. You should be proud of it, study hard like our great ancestor and always search, ”the head of state told the youth.

The school has robotics and sanitary engineering rooms, innovative and virtual laboratories for students to learn, work on and develop modern mobile and computer applications.

President Shavkat Mirziyoyev stressed the need to establish an IT park in Mirzo Ulugbek district, open similar centers in other regions of the country and create conditions for young people interested in this field. chada will not walk idle, it will be his own business. If we educate our youth as such educated professionals, it will benefit their families and the state, ”the head of state said.

In 2019, 5 students were admitted to grades 11-680 of the school on the basis of math and foreign language tests. The teaching staff includes teachers from the UK, South Korea and India.

In recent years, the legal framework of state youth policy has been strengthened, and the Republican Interdepartmental Council on Youth has been established. The Youth Union of Uzbekistan was established and June 30 was designated as Youth Day. Currently, the number of young people who are members of the union is 7 million 690 thousand.

Today, knowledgeable in all fields, politically and socially active, there is a growing need for honest and passionate young leaders who put the interests of the people above their own. Young people with a broad outlook, creative thinking and the ability to make the right decisions in difficult situations are being appointed to responsible positions. Eight young people have been appointed deputy governors. In the elections held in December 8, 2019 boys and girls were elected to the Legislative Chamber of the Oliy Majlis, and about 9% of the winners in local councils are young people.

In addition, 84 young people who have been active in various spheres of state and public life and contribute to the international prestige of our country have been awarded the state award "Brave Boy" and the medal "Builder of the Future".

Among the young people, "I will stand by you and be a belt!" I believe that there are bright, educated, courageous young men and women. The best way to lead and follow is to set a personal example, ”the President said. The problems in the lives of young people and current tasks were discussed at the meeting. It was noted that our country does not have an effective mechanism for selecting young leaders and offering positions appropriate to their abilities.

It was noted at the meeting that the governors of regions, districts, cities and other leaders should pay more attention to youth policy. In particular, the need to raise the role and prestige of young people in society, to create favorable conditions for them, to penetrate deeper into the problems of the younger generation through youth organizations and solve them.

It was noted that governors and officials should get acquainted with the problems of young people, discuss them once a month in the sessions of local councils, report to the people.

Officials need to find a solution to the problem of youth employment, housing, meaningful leisure, education and vocational training. Young people must take concrete action, paying special attention to the registration and analysis of appeals.

At the meeting, tasks were set for the systematic implementation of each of the five important initiatives put forward by the President in districts and cities.
