According to Article 59 prim 1 of the Code of Administrative Responsibility, urgent or non-delayed medical care is provided in medical organizations in accordance with the law or special regulations to a person whose life or health is in danger. Unreasonable refusal to provide such assistance by the person who is supposed to provide it shall cause a fine of three to five times the amount of the basic calculation for citizens, and five to ten times for officials.
