Who has the privilege of enrolling?

Exclusive benefits for the winners of the "Brave Boy", "Nihol" and Zulfiya awards, winners of various competitions, children of law enforcement officers and foresters, assistant governors and young people of a particular region. Both the type of benefits provided at the entrance to higher education and the forms of their award are different: some are given for a grant, some for a contract, some for part-time education, some for any form of education.
The Presidential Decree approved a program of measures to eliminate corruption-prone relations.
According to the program, the list of benefits for admission to universities will be formed in a single document, and a rule will be established that these benefits will not be included in the general quota.
Until now, a number of benefits, such as those with a military service recommendation ("armists" in the vernacular), were allocated outside the general quota. Or additional grant places have been allocated for Zulfiya residents as well.
However, the fact that from now on the benefits will be sorted separately and will be completely out of the quota may partially reassure the applicants.
Grants, contracts - the main types of benefits
Separately on the DTM site grouped, the benefits vary:
  • without examination, which is the basis for admission to study on the basis of an additional state grant;
  • without an exam, which is the basis for entering on a contract basis;
  • which is the basis for exemption from only one subject exam;
  • adding points to the accumulated score;
  • benefits that are the basis for participation in the exam within a separate quota.
All of these types of benefits are different. However, even if the level is different, it means that they have much more opportunities than the applicants who applied in the normal order.
We will now list them one by one.
Students who do not pass the exam, on the basis of additional grants:
  • one young serviceman from each military unit on the recommendation of the military unit command and the Youth Union;
  • children of servicemen and employees of the National Guard of the Armed Forces, employees of the internal affairs system of the Armed Forces who died or became disabled while on duty;
  • Olympic, Paralympic, Asian and Paralympic Games, winners of world championships in the last 3 years;
  • Winners of the Zulfiya Award, the Brave Boy Award;
  • Winners of the Nihol Award;
  • One of the winners of the competitions of the Ministry of Culture "Performers of folk instruments", "National dance performers" and "Young maqom performers";
  • Winners of "Educator", "Nurse" competitions;
  • Activists of the Youth Union on the recommendation of the recipients of grants in the field of pedagogy of regional universities;
  • winners of international science olympiads;
  • graduates of the Presidential School.
Those who are admitted on a contract basis without an exam:
  • Graduates of specialized schools in the system of the Agency for Presidential Educational Institutions are admitted to the fields of chemistry, biology, physics and ICT;
  • Graduates of creative schools in the system of the Agency for Presidential Educational Institutions.
Exemptions from only one subject exam and scoring benefits:
  • Winners of 1-3 places of the Republican Science Olympiads receive the maximum score in their subject;
  • those who have a foreign language certificate will be given a maximum score in this subject;
  • Winners of national and international competitions in the field of fine, applied arts and design receive the maximum score in the specialty;
  • The winners of the "Children's Sports Games" will be given the maximum score in the specified subject;
  • Applicants with a certificate in general education are given a score proportional to the score on the certificate.
Privileges that give additional points to the accumulated points:
  • Graduates of the Temurbek school will be given an additional 30% of their points for military service, and 15% for transfer to other universities.
Benefits for participation in the competition under the additional quota:
  • Applicants who have lived in the remote desert areas of Navoi region for at least 3 years will be admitted to universities in Navoi, Bukhara, Samarkand regions on a grant basis on the condition of 4 years of work in the region;
  • Quotas will be allocated for young people in the Bobotag area of ​​Uzun district on the basis of additional grants to pedagogical and medical universities of Surkhandarya;
  • Children of servicemen of ministries and departments of the Armed Forces participate in the competition on the basis of an additional 5% quota, and children of employees of the National Guard on the basis of an additional 2% quota;
  • a separate 3% quota will be allocated for the children of police officers, under which they will be issued a certificate valid for 3 years to participate in the competition;
  • a 2% quota is allocated for persons with disabilities;
  • 1 percent quota will be allocated to orphans and children from orphanages who are graduates of orphanages;
  • a 4% quota will be allocated for women in need of social protection;
  • foresters and their children will be allocated an additional 20% quota for the relevant areas of higher education;
  • Employees of citizens' self-government bodies are accepted on the basis of a recommendation in the direction of "Social Work" on a fee-for-service basis within the framework of additional admission indicators;
  • Applicants with a recommendation from the command of the military unit participate in the competition in the first direction of their choice;
Privileges to be implemented now
From the 2022/2023 academic year, assistant governors who do not have higher education are from public universities economic education On the recommendation of the Chairman of the Council of Ministers of the Republic of Karakalpakstan, governors of the regions and the city of Tashkent, students are admitted to study in the form of distance learning on the basis of a state grant.
Women with at least 5 years of experience in their specialty are issued a 3-year recommendation by the State Committee on Family and Women, and on the basis of this recommendation they are admitted to study under a separate quota.
Citizens with at least 5 years of experience working in various sectors of the economy are admitted on the basis of a stratified fee-for-service contract to the appropriate universities on the basis of an interview with the relevant recommendation. They are required to work for 5 years.
Are benefits reduced?
The full text of the corruption decision, which regulates the benefits of access to higher education, has not yet been published. However, the draft resolution provides for a review of the benefits provided for admission to higher education and their registration. If so, it will be possible to find out whether the privilege mechanism is actually working or not.
For example, even if a student gets a lower score than others because he or she is from a remote area, can he or she really justify the investment he or she has made by going to that area and working when he or she graduates? Are applicants who are privileged to study because their parents have served in other areas finding their way across the field after graduation?
It would be expedient to study and analyze these aspects of privileges as well.
