Usually the Constitution of many countries is developed by authoritative experts, deputies and then adopted by the parliament. Although such documents are highly valued from the point of view of an expert, they lack nationalism, the spirit of the people.

Some states are even proud of the fact that their Basic Laws were adopted in a referendum, with the participation of the people. Of course, this is the highest decision. However, in this process, the public will only be able to answer one of two questions: to approve or reject the text of the Constitution.

The peculiarity of the Constitution of Uzbekistan is that it has twice been enriched by the will of our compatriots in public debates. During the public discussion, more than 6 proposals and comments were made on the draft Constitution.

It is known that there are some things in the life of the state and society that are as unique as our Motherland: our flag is one, our coat of arms is one, our anthem is one, and our Constitution is one. Each of them in its image reflects the noble goals of our motherland, our people. In this sense, our Constitution is as sacred to every citizen as our flag, coat of arms, anthem.

If we pay attention to the goals and objectives of the encyclopedia, the preamble states that the Constitution was adopted in order to ensure a decent life for the citizens of our country, to build a democratic state governed by the rule of law, to ensure peace and national harmony. That is, the main essence of our Constitution is to create decent living conditions for people, to make them happy.

Another important and internationally recognized feature is the beginning of the Constitution as "the people of Uzbekistan." We do not find such sentences in any other law. This is a clear sign of the people's power.

Another important feature of our Constitution is that it recognizes the sovereignty of the people. Article 7 of our Basic Law basically seals that the people are the sole source of state power. In our Constitution, the words "democracy" and "democratic" are used 7 times, and the word "people" 24 times.

When Western scholars analyzed the world's constitutions and studied 70 state constitutions and other documents of constitutional significance covering 190 main topics, it became clear that the Constitution of our country covered 0,59 topics and covered relatively more topics. . In this regard, the Austrian Constitution showed a result of 0,57, the US Constitution 0,49, and the documents of constitutional significance of the United Kingdom 0,43.

Our constitution puts human interests first. Every person who has carefully studied our Basic Law will witness firsthand that its whole essence is to serve man. Nowhere in our Constitution there are such provisions as "the right of the state" or "citizens must fulfill the will of the state." On the contrary, our Constitution states that “The state expresses the will of the people and serves its interests. We meet the obligations of the state, such as "State bodies and officials are accountable to society and citizens," "The state ensures the rights and freedoms of citizens enshrined in the Constitution and laws."

Our Constitution is also distinguished by its humanity. According to him, the rights of minors, the disabled and the lonely elderly are protected by the state. The state and society provide for the care, upbringing and education of orphans and children deprived of parental care, and encourage charitable activities dedicated to children.

Another important aspect of our Constitution is its stability. It should be noted that over the past 25 years, the basic principles of the Constitution, the basic rights, freedoms and duties of man and citizen, the relationship of society and the individual, the norms of administrative-territorial and state structure have not changed. Although 10 amendments and additions have been made to it over the past period, almost all of them are amendments to the section on the organization of state power, which is also a constitutional principle in our country. amendments to strengthen the authority, increase the direct and indirect influence of citizens in the organization and functioning of state power, expand the role of parliament in domestic and foreign policy, further strengthen the role of constitutional and justice in the protection of human rights and freedoms.

According to ancient Roman jurists, the law should be short, concise. The most widely used Constitution in the world is the Constitution of India, which, according to experts, uses 146 words. 385 words were used in the US Constitution and 7 words in the French Constitution. The Constitution of Uzbekistan uses 762 words.

It should be noted that the development and adoption of a Constitution that competes with the Constitutions of the most developed countries in the world is one aspect of the issue. Another important aspect of the issue is reflected in the effective implementation of the adopted document in our lives. This is the most important condition of our goals in the Constitution.

From ancient times in jurisprudence “the law is written for vigilant, vigilant, zealous people, not for those who are ignorant. Those who do not exercise their rights are to blame for the damage they have suffered. ”

Therefore, if each of us can exercise the rights guaranteed by our Constitution and laws, we will always and everywhere have our rights guaranteed.
